Wayne Flory, DVM, from Texas A&M University responded that sodium pentobarbital may be used to euthanize some cattle and horses, however, he noted, "These animals are restricted from being rendered and used as a source of protein for cat and dog food."19 In Canada, Helene Chagon, DVM, with the Canadian Government, Veterinary Products, responded to my query stating, "Several products containing sodium pentobarbital have been approved for use in Canada as euthanasia agents for small and large animals, including cattle and horses. However, euthanized animals should not be used in animal feeds.
In 1995, Nature's Recipe recalled $20 million worth of its dog food because inspectors found vomitoxin in "wheat screenings" used in the pet food. (Wheat screenings, which are not used for human consumption, can include broken grains, crop and weed seeds, hulls, chaff, joints, straw, elevator or mill dust, sand, and dirt.) The FDA did investigate but not out of concern for the more than 250 dogs who became ill after eating Nature's Recipe. The FDA investigated because of concerns for human health.
Based on these reports, CVM officials decided to investigate a plausible theory that the dogs were exposed to pentobarbital through dog food, and that this exposure was making the dogs less responsive to pentobarbital when it was used as a drug. The researchers surmised that sodium pentobarbital was finding its way into commercial pet foods through animals who had been euthanized with this drug and rendered for use as a "meat meal" in pet food. In conjunction with this study, the FDA/CVM wanted to determine if pet foods contained rendered remains of dogs and cats.
